At least in the animal kingdom, males tend to be the more, ah, originally (brightly) attired. Here, if a male were so attired, he would be called a fag (or pansy/poof, depending on how old/Americanised the speaker is).
Men's fashion today is piss-poor. Incredibly daft. Wannabe. Whatever you want to call it.
